California Gov. Arnold Schwarzenegger spoke to nearly 400 service members in Baghdad, Nov. 16. The governor said he returned to Iraq to keep a promise he made to troops in 2003, when he told them "I'll be back." Schwarzenegger let the service members and civilians at Camp Victory, Baghdad, know that what they are doing matters, and that those back in the United States continue to appreciate and support their work.
